Basic facts on IT&E

Government of West Bengal set up Information Technology (IT) task Force in March 1999. Based on the recommendation of the Task Force, the State declared Information Technology Policy in January 2000 and set up an independent Department of Information Technology in February 2000 with a mandate to create conducive environment for rapid development in IT sector as well as facilitate ICT initiatives in Government. In August 2012, the name of the department was changed to ‘Department of Information Technology and Electronics (DITE)’ to emphasize the importance of electronics in ICT sector. The objective of the Department is to ‘Bridge the Digital Divide and Shape a Digital Future for West Bengal for All-inclusive Growth’.

Significant achievements of Information Technology & Electronics Department between May 2011 and May 2017 are mentioned below:

Overall Growth of IT:
  • Government expenditure in the IT&E sector witnessed an absolute growth of 453% between 2011-12 and 2015-16.

e-District:
  • 40 online services operational,
  • 140 additional services already identified,
  • Online transaction had reached 594486 as on 17th May 2017,
  • Expenditure grew 759% up till 2015-16 with an absolute outlay of Rs 3170.35 lakh till 2016-17.

West Bengal State Wide Area Network (WBSWAN):
  • Horizontally connects 1359 government offices across the State,
  • All District Headquarters are integrated with 1 GBPS NKN link,
  • 401 POP locations have been revived,
  • 48 Government buildings in Kolkata have been connected with WBSWAN Headquarters,
  • Campus networking done in two Districts at Hooghly and Purba Bardhaman Collectorates,
  • Expenditure grew 1170% up till 2015-16 with total expenditure incurred Rs 10084.35 lakh till 2016-17.

State Data Centre (SDC):
  • Forty three (43) mission critical citizen centric applications are live,
  • Providing 1 GBPS connectivity through National Knowledge Network (NKN) link along with a cloud enabled system and disaster recovery service,
  • Security Information and Event Management (SIEM) application is in place,
  • Expenditure grew 258% up till 2015-16 with government expenditure of Rs 4389.98 lakh till 2016-17.

IT Parks:
  • Operationalised twelve (12) new IT parks out of 18 planned,
  • Already six (6) of them are fully occupied,
  • Setting up two (2) new ‘Greenfield’ Electronics Manufacturing Clusters (EMC) at Naihati and Falta,
  • Expenditure under IT Parks grew 1501% up till 2016-17 with an absolute outlay of Rs 29397.17 lakh,
  • Under EMC, expenditure spread was Rs 623.72 lakh over 2013-14 and 2016-17 fiscal years respectively.

ESDM Sonarpur Hardware Park:
  • Spread over 11 acres and located at the prime south-eastern fringe of Kolkata,
  • Plots are being auctioned through MSTC Limited, a GoI Enterprise amongst Hardware entrepreneurs,
  • Total cost incurred by the Government is Rs 772.10 lakh up till 2016-17.

e-Office:
  • Already implemented in seven (7) establishments including Departments, Commissions and Districts,
  • Implementation under process in seven (7) more establishments since 2016-17 fiscal year,
  • Centralised implementation of e-Office using Cloud-based architecture at SDC has already commenced,
  • Expenditure spread was Rs 971.37 lakh over 2011-12, 2013-14 and 2016-17 fiscal years respectively.

State Portal and State Service Delivery Gateway (SP/SSDG):
  • Inaugurated on 5th August 2016 by Hon’ble CM as “Egiye Bangla” at https://westbengal.gov.in
  • More than 40 lakh visitors up till 31st March 2017,
  • 33 e-services operated by more than 1.5 lakh users across all major Departments;
  • Approximately 2 lakh applications submitted and processed through SP/SSDG up till end of 2016-17,
  • A total of Rs 554.06 lakh has been utilised spread over 2014-15 and 2016-17 fiscal years respectively.

Online Single Window Clearance System (OSWiCS) and Single Sign On (SSO):
  • Supported IC&E Department in successful implantation of OSWiCS,
  • Rolled out SSO prior to BGBS 2017,
  • On boarded System Integrator (SI) for Rapid Application Development (RAD) based integration of Online services of various departments fulfilling EoDB norms,
  • 33 services were taken up for brining under EoDB platform by 2016-17 fiscal year followed by remaining,
  • Expenditure grew 767% up till 2016-16 with total government outlay of Rs 411.78 lakh.

Cyber Security Centre of Excellence and Institute of Data Science:
  • Work on proposed Cyber Security Centre of Excellence comprising Cyber Governance and Compliance Framework, CERT-WB, R&D and Certification Lab, Digital Forensic Training Lab and awareness generation has been initiated in 2016-17 and presently ongoing,
  • Similarly work on Institute of Data Science is on progress too,
  • With regards to the former, an amount of Rs 4.54 lakh up till end of 2016-17.

Start Ups and New Initiatives:
  • Expenditure shows a growth of 72% over the last six years with total spending of Rs 10627.72 lakh,
  • New portal for accentuating Start-Ups in the State is underway,
  • SNLTR developed Online Repository Rabindranath Tagore and other literary luminaries, Unicode compliant “Baisakhi” Bengali Keyboard, Bangla Spell Checker for Android, Alchiki Keyboard for Santhali language, Bengali OCR and various assistive technological solutions among other activities.

Skill Development and Capacity Building:
  • Total expenditure incurred till 2016-17 fiscal year stands at Rs 2088.69 lakh, a growth of 1056%,
  • New portal for accentuating Start-Ups in the State is underway,
  • SNLTR developed Online Repository Rabindranath Tagore and other literary luminaries, Unicode compliant “Baisakhi” Bengali Keyboard, Bangla Spell Checker for Android, Alchiki Keyboard for Santhali language, Bengali OCR and various assistive technological solutions among other activities.

Mobile Governance (M-Governance):
  • RFID based system for Mobile and Web-based Taxi Booking for Kolkata & Bidhannagar Police Commissionerates,
  • Launch of Pull based G2C services integrating with MSDG for women harassment complaints,
  • Government service-support SMS from various Departments viz. Disaster Management, Food and Supplies, Consumer Affairs etc. being sent in Bengali, Urdu besides English, as required,
  • Area specific SMS service to reach the targeted beneficiary,
  • Around 12 crore SMSes sent in 2011-12 and increasing every year thereafter @ 1 crore, approximately,
  • Out Bound Dialer (OBD) facility created for sending Voice SMS rural mass locate at hinterlands,
  • A total of Rs 40.67 lakh has been spent spread over last six years with a growth of 995%.
